Natalie Binder, MLIS
Founder & Principal
I am an operations leader, library administrator, and disaster recovery practitioner with more than twenty years of experience helping public-serving organizations build stronger systems, respond to challenges, and better serve their communities.
My career began with AmeriCorps NCCC, where I supported disaster relief, parks, youth programs, and organizations including the American Red Cross, Habitat for Humanity, and the Boys & Girls Clubs of America. During Florida’s historic 2004 hurricane season, I was deployed to support disaster logistics, beginning a lifelong commitment to emergency management, public service, and community resilience.
I was later selected for the U.S. Department of State’s Fulbright English Teaching Assistant Program, becoming the first American teacher at a girls’ Islamic boarding school in rural Indonesia. After earning my Master of Library and Information Science from Florida State University, I spent sixteen years in public libraries, advancing from volunteer to Library Director. I led all aspects of library operations, including administration, budgeting, facilities, technology, grants, public services, strategic planning, emergency preparedness, and community partnerships, securing more than $4 million in funding for a rural Florida community.
Throughout my career, I have worked with governing boards, Friends organizations, elected officials, volunteers, and community partners to build stronger organizations. I have served in Emergency Operations Centers (EOCs) from pre-activation through after-action review. I also bring specialized knowledge of the Gulf Coast and Florida Panhandle, with experience in libraries, parks, cultural heritage, coastal ecosystems, conservation, and public programming.
I founded Binder Civic Solutions to help libraries, nonprofits, local governments, and cultural organizations strengthen operations, improve systems, and build resilience. I bring the perspective of someone who has been responsible for making things work—helping organizations move from challenges and ideas to practical solutions.
At the heart of my work is a belief that the organizations serving our communities deserve the same thoughtful support and strong systems we provide to others.
Where I've Served
AmeriCorps
As an NCCC volunteer, I served on a team that deployed to support government agencies and nonprofits across the US.
In 2004, five hurricanes hit my home state of Florida in six weeks. As part of a Red Cross response team, I deployed to Sarasota to support logistics operations at a major warehouse.

Double major in political science and interdisciplinary social science.
Hurricane Ike
As part of a massive federal response operation, I worked in some of the hardest-hit areas of Texas. Here I am setting up a satellite to provide the disaster site with high-speed Internet in an area without utilities.
Fulbright Assistantship
As a cultural exchange, peer support, and English as a Foreign Language (EFL) educator, I helped hundreds of girls and young women in Ponorogo, Indonesia prepare for a global future. I am still in contact with many of my students.
Public Libraries
In 2009, I began my public library career, working across nearly every area of library service—from technology and data systems to public programs, reference, and facilities management—before moving into leadership.

Superstorm Sandy
In New Jersey, I used my library & IT skills to support disaster operations, including device deployment, network cabling and tech support.
Library Director
In 2015, I was selected by the Board of County Commissioners to lead the library. As director, I joined other department heads as part of the County's senior leadership team. I worked closely with the Board and elected officials, managed hundreds of thousands of dollars in state and private grants, and doubled circulation.
Hurricane Hermine
When electric transmission lines my small, rural county were damaged, I organized the county's first Point of Distribution (POD), distributing information, food, ice, water, and hot meals and providing a public place for survivors to connect and find help.
The POD became a foundational part of the county’s disaster plan. I later participated in hurricane activations for Irma, Idalia, Helene, and Milton, working alongside Emergency Management, law enforcement, and the Florida State Guard.
COVID-19
Leading a rural county's only public library during a pandemic meant pivoting quickly to protect patrons and staff. I led team to launch new services like delivery by mail and hotspot rental to keep the community connected and informed. Working with the Jefferson County Health Department, the library hosted testing and vaccination clinics at the library at the peak of the pandemic. With planning and social distancing, library staff were able to serve as essential workers, and no one was left behind.
As an IT and disaster ops pro, I also coordinated livestreaming of County Commission meetings and remote conferencing at the Emergency Operations Center, providing critical support to keep local government running.
Nature & Conservation
I bring specialized knowledge of Florida’s Gulf Coast and Panhandle, shaped by both professional experience and personal exploration. My work with parks, nature centers, and cultural heritage sites—and my own hiking and citizen science—has given me firsthand insight into coastal stewardship, ecological education, conservation, and the operations needed to protect and share these unique places.
